This rare disorder that affects males more often than females is usually identified because of delayed puberty.  Due to a congenital defect during embryogenesis, hormone secretion from the hypothalamus of the brain does not occur.  Both males and females can be treated with hormones so that puberty occurs and eventually, to help a woman to ovulate or man to produce sperm.

A common finding related to this congenital defect is that men and women are lacking the sense of smell.
